Putin also called Biden, NATO, and probably Bibi to let them know he was launching it and that it didn't have warheads on it. Because, you know, we're actually watching their launch sites and can detect a launch almost immediately when it happens - as well as track the trajectory within 2 minutes. So any un-announced launch of an ICBM would likely trigger a retaliatory strike unless given explicit orders to stand down.

Vlad probably can't wait a few more months - because wherever the battlelines are drawn when Trump gets into office is going to determine how much of Ukraine he gets to keep when the treaty is drawn up. Those American long-range missiles are intended to push back Russian forces/reinforcements so that Ukraine can roll in and take back as much territory as possible before the deadline. The only problem is that those missiles require US/NATO satellites to operate - so if they are fired into Russian territory - it is essentially a US/NATO attack on Russia regardless of if it was a Ukranian who pushed the button.
So you end up in a situation where Ukraine will want to use those US missiles in their own territory to push the Russians as far back to the border as possible, meanwhile Russia's display serves as a warning that they have bigger missiles, more of them, and they can hit any target in Ukraine.
The only real flaw in Vlad's plan is that he has to let the US/NATO know each time he's firing one of those missiles off - or risk a retaliatory strike on the site it was launched from on the mistake that it was an attempt at a pre-emptive nuclear strike. That includes what payload they have and what their trajectory is going to be - because our satellites can detect those missiles leaving their silos near instantly, but still take a few minutes to get a full trajectory IIRC.
It's not a lot of time to prepare, but it does give the Ukrainians a heads up that there's an attack incoming.
Also - what the hell is the accuracy rate on those missiles? If they were carrying nuclear warheads, it wouldn't really matter since close is good enough, but I can't imagine you could use it for a precision strike against command posts and factories. They're basically just dropping a cluster bomb from space.
