The issue is specific to
Horizon: FW. What happened was that, when the game got delayed to make a PS4 version, Sony announced that PS4 owners would have a
free upgrade to the PS5 version. Meaning, the game cost $60.
However, once Sony opened "pre-download" orders (Basically pay for a digital copy of the game before release day), they then prevented customers from being able to get this free upgrade. If you buy
Horizon: FW through the PS4/PS5, itself, your only option is to pay the $70 for the PS5 version (Which also gives you access to the PS4 version). And, this is still true if you just open up the game's webpage on your phone or computer and click "Buy now".
So, where is the $10 going to Sony coming from? If you actually scroll down on the game's webpage or access specifically the PSN specifically through your computer or phone, you finally get to the part of the sites that allow you to download the PS4 version (With the free PS5 upgrade) for $60. And, this is the
ONLY way to buy the game digitally for $60 instead of $70.
Now, while that $10 may not sound like much, that totals up to $10
million in extra money if 1 million people bought the game digitally through their PlayStations.
