Bad argument.
There are indeed varying degrees of OOCness. it's fan content after all. all ships in and outside Sonic suffer from this. The purpose is to try / convey an idea or a concept using"some" or "all" traits of those characters. That "some" part sometimes is done on purpose. where the character is slightly OOC on purpose in an AU where things take a very different turn. The content creator is having fun with their AU. they are not taking their content seriously. well since it's fan content. and neither should you. sometimes it's just the content creator not familiar with the proper characterization. the latter is more widespread. In a well crafted content, neither Shadow's nor Amy's characterizations (well mostly) will be overridden.
Now In shadamy's case (and other Shadow ships) The two main selling points:
>Shadow's character has a human element.
a distant man who is only close to his "elite few". a cold man who is only warm those "elite few". This is considered appealing to a lot of people.
That's one of Shadow's selling point. It's also why he has so many female fans. Shadow is like a cactus when it comes to relationships. rough exterior that will hurt you. a soft interior that you can reach if you know how to open a cactus. and this is where the second point comes in

This is a classic that will forever be popular among girls.
The OOC stuff mostly start or becomes more noticeable after they have them start dating. and It's seen as OOC because we haven't seen those characters go on a date together before in licensed media. and how they behave, specially Shadow, might not align or feel right with the rest of his character. see toonsite's content for example. her AU is in the future where they have a daughter.
