You need multihit, Seika crit, Mari field, and you definitely need Aoi or Tama/Muua. Seira is the first girl that gets replaced in my ice team if I need to run 2 healers. I would not recommend pulling specifically for her you will be underwhelmed. She does nothing but spend 18SP on a small ice buff then nothing else.

Can you craft 5+ bracelets or do you need to upgrade? how important is normal attack damage?

The flat hand anachrony is actually a little more difficult than all the other ones. I actually needed to use two teams... Was pretty fun though.
