I believe Flandre’s alignment is chaotic neutral, or at least it’s the one that seems to fit her the most. There is sadly not that much canon information regarding Flandre so I can’t have a crystal clear (no pun intended) idea on that matter. Hopefully, I will have a better idea once the game Touhou Gouyoku Ibun is finally fully translated. As a playable character in this game, the functioning of her moral compass will far likely be clearer. Flandre apparently spends most of her days minding her own business in her comfy bedroom. She seems to be mostly content about enjoying her life and doesn’t seem to want to get involved in anything good or evil. The way she talks and act in Cheating detective Satori shows her chaotic side IMO. Memes tend to depict her as chaotic evil and I don’t like that. There is nothing to support the meme-image of Flandre as a savage beast seeking destruction.

For Kanuka I think it's pretty obvious that she's lawful good. This would generally be the most appropriate classification of any upstanding cop. There is quite a a wide variety of alignments among the cast, and she stands out as being the most professional and adherent to the word of the law. That being said, there's some evidence to support the fact that she ultimately values justice over the law. There's a part in the 6th episode of the original OVA (if I remember correctly) where she gets a hold of a giant minigun to be used by a mech in order to fight the military, and that whole situation was a bit shady in terms of the law. There's also rumors among the characters that part of the reason she was sent to Tokyo was because she was causing issues at her job. These issues could be more of this "taking the law into her own hands" behavior, but it could have also been that she annoyed people by adhering too much to the word of the law. In any case, I would say that the "chaotic/neutral good" classification is already more appropriately occupied by a different character already. The clashing of personalities in Patlabor is part of what makes it so entertaining.

i think Hirasawa Yui is neutral good or distantly chaotic good. she can be very determined and is a hard worker when she gets started, but a lot of her cuteness comes from the heat of the moment decisions she makes. she can be very cute sometimes, but i don't think it completely overrides every sense of morality in her. she's good, because she is. she's extremely caring for her friends. maybe you could make a case for her doing something seen as rude as a sign of neutrality (or evilness), but i think she's just trying to do what she can to make everyone feel better.

It's less of a "persona" and more of an "identity" now that I think about it: Hana is truly gentle, kind, benevolent, graceful and creative. She does those things because she wants to. But that's the thing: she always does what she wants to do; she follows her heart. If she wants to broaden her horizons by shooting, she does. If she wants to pig out, she does. It doesn't matter what society or authority say about it, Hana always follows her heart, and I can never say enough how much I love her for it. To me, that's pretty "Chaotic." So I if pressed to answer, I'd say she's Neutral Good: always looking to be a good person and make the world better; sometimes by bending to society, sometimes by refusing to bend.

Chaotic good, as I think is best represented by her Persona, Carmen: "Carmen is a fictive female gypsy created by Prosper Mérimée. She first appeared in Mérimée's eponymous novella that was first written and published in 1845. The novella was adapted into a variety of different genres, most notably the opera Carmen by French composer Georges Bizet which diverges in significant points from Mérimée's original story. Though she knew he would be fated to kill her, she declared that she would rather die than allow herself to be bound to the will of another, and that 'Carmen will always be free.'" Ann is generally free-spirited, and looks out for the well-being of others, but disdains those that seek power over her or laws and rules that would prevent her from doing what she believes is right.

I belive Iona is dependent on the Anime or Manga, as they are a bit different (but equally cute) Manga Iona is a Tomboy, and very energetic, which would set her in Caothic good, (because of some stuff related to the universe, she is good) Anime Iona is more quiet and girly, but she is only "Netural" as she is not a rule follower (with rules being admirality code), but she is also not the level of "breaking rules" as a Tomboy would be (girly being the norm)
