FF7 was a lot of people's first RPG, Zelda is a storied franchise with multiple designs for Zelda, Samus is arguably one of if not the first woman in gaming, Lucina is the main character of the game that basically saved Fire Emblem (for better or worse), and Cynthia and other main characters aside, you'll find that a lot of the Pokegirl fascination mostly focuses on the Kanto women (Misty, Sabrina, Erika, Delia Ketchum, a little bit of Lorelei) with a little bit of Johto (usually Jasmine). Because of this, I think nostalgia is a key factor. All of these characters could potentially be someone's first video game/anime crush. Lucina is the odd one out but we know a lot of people out there are particularly weird and obsessive about Lucina. All of the rest can likely draw themselves back to formative childhood years while we as a community were figuring out what we liked. I think we see so much art of these specific characters because we're all indulging in the fantasies we wanted to see while playing our favorite games. Also, don't forget to add Chun-Li, possibly Cammy, and Mai Shiranui to the list of the big names in tickle art, also very nostalgia early fighting game-era women.

I still remember back in the day when produced tickling content was much harder to come by, where you could only do like mail order for videos on VHS and mainstream scenes were all the rage. Characters like April O’Neil and Olive Oyl were like patron saints of the community before the mainstream media starting seeing tickle torture in kids media more as a “bad touch” and it started becoming far more rare. Characters like these were like the only source for the types of fictional scenarios that have since become a mainstay in the community. And that is actually another reason behind the appeal of fictional characters; there are just some scenarios you can only see in art or animation and would be far more difficult to portray in live action.
