Normal feels slightly faster, but it genuinely depends a lot on your strategy I think.
Are you saving up cost and gifts all run to guarantee e.g. glimpse + soothe the dead? Are you spending a lot of time fusing to get everything you want before leaving?
What teams are you using? The same one each time with low cost or different rotating ones? If so, are those teams as strong as they can be?
While hard gives more gifts and cost it also gives more debuffs. If you get lucky you can get away with minimal amounts of hp and defence level debuffs until you start oneshotting the enemy anyway. However, if your scaling is too weak you might have to take tankiness buffs just to get through the floors, slowing you doubly down. This is worst case scenario.
Furthermore there is a ton of activities that can take up a lot of time that doesn't have to be done. Like refreshing for certain packs, checking packs to see if they have the gift you want, buying gifts to fuse more in the shop etc
If you snowball in hard mode it can feel just as fast as normal, if not faster, but every super terrible slow run I've had is also normal.
Tldr: my point is the variance in run time is huge, it damn near impossibly to say unless you are doing the same strat each time and time it. And in my humble experience it seems normal is the best when varying perfect uptie 4 teams.

That is a lot but the answer depends
Do you have every id and EGO? The math behind whether or not it's worth it depends on how many you have left right, since each id you are missing increases the chance of getting something new. If you are missing a lot I think it would be better to shard it now instead of spending it on uptie 4s, but I assume you don't since you are uptie 4'ing stuff.
You can also calculate the chance of getting just the new season ids from walpurgis by yourself, it's pretty easy, just add them together and check the chance to get it within e.g. 100 rolls to check how risky it is to shard before rolling.
It is of course best to wait to shard the new season 8 ids, you are totally right on this one. But I feel the start of a new season is the time to act irrational, if ever, it's fun to have the new seasons ids since they have plot relevant uptie stories, even though you can borrow them.
But if you are planning to roling a lot on walpippy it's best to wait, ESPECIALLY because of the guaranteed season 8 tickets we'll have coming our way. I think we got like 3 season 7 ones, if not more.
