You live in a fantasy world, anon. You very clearly have no idea how the world or how LE works if you think anybody, much less a government agent, can just get into fist fights and murder people with zero repercussions. Or do you think we live in china, where people just disappear and nobody asks questions?
Lets take your homeless person getting "iced", for example. A cop just randomly decides he wants to murder this random person. If there are witnesses, he goes to jail. If there is a body, he goes to jail. If that homeless person had a family, and they file a missing persons report, he will go to jail. So he has to premeditate it. Which means now there is a chance he gets found out, now he has to walk around with the level of malice required to plan out and execute a murder while also fooling all of his coworkers and the person who does their psych evaluations, all of whom are experts in the field of detecting criminals and how they work. Then he has to destroy all the evidence, get rid of the body, and then carry on the rest of his life as though nothing at all was different. Because... he felt like it? Or actually the entirety of all law enforcement is one big conspiracy composed of hundreds of thousands of people all covering up murders against the most sophisticated forensics methods in a world filled with GPS trackers and cameras.
Yeah, that makes sense. Here is a crazy idea though: cops are just blue collar workers who do a job because they need to put food on their table, who neither know nor care whose interests they serve, and will take the easiest path to achieve their primary objective (staying employed) which generally means just being a dick about tickets and not dying.
