There is nothing prohibiting young looking real porn models per se, but they just assume that if they are more than 50% likely under 18 yo based on looks, they are prohibited. They don't give two shits about fiction, though, so it's literally safer to have any form of extreme toddlercon content than mainstream teen porn. Laugh if you will.
At least I can confirm it is a myth that EU made it mandatory to ban loli in any form in all member states, there are huge differences in how it's implemented on national level, to what I know they only absolutely require ban on so realistic photoshops and 3d renders that can not be realistically separated from real abuse photos, in order to avoid using it a defense in court (that this here real ceepee is only photoshopped fiction, mr. prosecutor).
