Although this author is for a mixed monarchy, this passage here feels absolutist.

Prov: 28.15. As a roaring Lion, and a ranging Bear, so is a wicked Ruler over the poor People. In|stead of feeding them as a Shepherd, he terrifies and devours them, like a roaring Lion and hungry Bear.
