Because it's cheap. Also, it depends upon if the fanservice gets in the way of the story. A lot of people don't complain about the fanservice in works like
Dead or Alive,
Senran Kagura,
The Legend of Zelda, the
Xeno series, and
Stargate because the works don't rely upon the fanservice in order to tell the story. They can survive on their own. However, when you get to media like the
Star Wars sequel trilogy, the recent
Star Trek series, the return of old cartoons like
Thundercats and
Futurama,
those works rely upon people already being familiar with the previous iterations in question, and the fanservice essentially replacing the story. And,
that's where fanservice becomes terrible.
Easy example is with
Star Trek: Enterprise, the last series before the rebooted films. If you actually watch the show, you can see callbacks and references to innumerable events and plot points that were important to the
Star Trek series dating all the way back to it's start in the 60's. The change in the Klingon designs over the years, genetically modified humans running amok and where they came from, advancements in technology, seeing how characters and objects in the past and the future influenced each other, etc.
However, if one wanted to, they can still watch
Enterprise without knowing a single thing about the
Star Trek series. With that also being true of all of the
Star Trek films (Yes, even the reboots). However, in the case of
Discovery and
Picard, both of those shows rely upon people being somewhat familiar with the overarching story of the series. In the case of
Discovery, it's knowing about the events of reboot films and the original series. In the case of
Picard, it's knowing what happened in
Next Gen,
DS9,
Voyager, and the
Next Gen films. That's not to say that's the only problem with those series, but it's just one of the many problems.

IIRC,
Warhammer also ripped much of it's lore from
Moorcock, however the guy doesn't want to pursue legal action because it turns out that much of his own work are also ripped from other authors as well. But, in the case of
The Witcher, it's only the original (Two?) book(s) that ripped Elric, as Sapkowski didn't want to be accused of plagerism and diverged greatly from the Elric plagerism afterwards.
