One of my biggest irritations in India Every organization and institution depends on the personality of the person running it. There are no long term goals, long term policy goals, working ethics and guidelines etc. If these documents do exist, then nobody follows them. We don't have "policy" , we have "policy and practice", where practice usually means curroption, bribery etc. Under Modi, corruption did reduce at higher levels, but at lower levels, professionalism has not trickled down at all.
