Yeah, it's better to filter by ethnicity to preemptively exclude them. I've given the topic much thought, and I've reached a conclusion on why dating apps mostly just don't work. For both genders, dating apps are generally filled with two main types: Those who are lonely, and those who just want to get something other than companionship out of others, be it money, sex, a passport or instagram followers.
Of those who are lonely, some but not all are genuinely looking for a romantic relationship, but many are unsure of themselves. Many will be foreign or in some way isolated, so the app helps them to meet people. They don't know what they want, what they're looking for, and the app is a low effort way to meet people. It's called a "dating app", but the truth is that meaningful human connection doesn't come from trying to form a romance right off the bat. It takes time and some sort of overlap in lifestyle, so even if you do connect with someone, it often ends in disappointment, because trying to get an instant boyfriend/girlfriend is entirely unnatural. The abundance of choices dehumanises, and the low effort nature does not lend itself to high quality people.
In short, it's always a waste of time unless you get very lucky.
