How would that even work, though? Tiber had a very specific apotheosis, essentially mantling Lorkhan and the convention as a whole. Martin, on the other hand, was just basically used as an onahole by Akatosh when he broke the Red Diamond - turning him into an avatar of the god and then burning out, leaving behind a new dragon statue. They're not even remotely similar. It'd be like a Dork Elf cult trying to pretend that Jiub is really Vivec just to stop getting bullied by the Imperial Cult novices.
Ultimately, I don't think the Thalmor would even care. Yeah, humans trying to claim one of their own could ascend to divinity is an affront to them - but it's meaningless. Tiber Septim actually DID achieve godhood though - and they know it - and it was Lorkhan who's seat Talos currently sits in - and THAT is why it is a blasphemy of the highest order. He actually IS Lorkhan reborn (in a sense) into the godhead and is a direct obstacle to the unmaking of Mundus and their return to the Et'ada. He's bascially Satan resurrected to the Elves. That's also the same kind of heresy that caused them to drive the Chimer and their prophet Veloth clear to the other side of the continent. Because the Chimer thought that life was a crucible to refine the spirit into a divinity - rather than a prison keeping you from returning to defacto to divinity. Kind of ironic, that, considering that the one group of Elves that is most like humanity in their metaphysical outlook, founded their kingdom in the same place that Lorkhan's heart rested.
Even if the common man in Tamriel doesn't have a clue about any of this esoteric bullshit and is simply "luv me Talos, simple as" - the most learned scholars of the metaphysical know and THAT is what inspires the faith that is filtered down and simplified for the common stable hand.
So I don't remember the lore on Arkay once being mortal, or how his apotheosis occurred - so maybe I'm missing something here, but yeah, Talos was a bit of a special case when it comes to the Elves. Martin simply could not fill that role - either in reality or in the deluded minds of men who are butthurt over Talos worship being banned.
