If you read the old testament, it's said Solomon had 1000 wives from different lands, and many of them kept practicing their own religions. Solomon allowed them to build sacrificial sites for their own gods (sometimes called "moloch temples", but keep in mind that "moloch" means "king", and does not refer to a singular entity), he also started practicing the religions of his foreign wives, and sacrificing to their gods. in Goetia are not an organized pantheon in any way. The book is just a list, the only thing they have in common is that they know about each other because they originate in the same period and were named in the same book.

In my opinion these Angels are very much less popular because they are just spirit fanatics. They used to be ruled by Yaweh, but after events in the past few years, I don't know. Summoning them for help or contracts isn't going to go over well in most cases, they're genocidal maniacs, they don't follow contracts other than whatever contract they have with their own god. That's the difference, the demons are gods in themselves, so they are free to make deals in their own interest. The angels are not, they're foot soldiers of Yaweh.
