That's not true on multiple different levels.
First of all, such limitations were put into place for the same reason as the "Three-fifths Compromise", to prevent the slave owners of states from using their slaves to rule the government because they could (1) use the slaves to increase their population and representatives in the House by extension, and (2) use their slaves as a method of ballot harvesting their preferred candidate.
Second, it wasn't "just" landowners but also
taxpayers who were given the right to vote, which defeats your entire argument per the 16th amendment.
Third, those laws were put into place, and then immediately rewritten three years later with the Naturalization Act of 1790, because of how you had states that refused to grant people citizenship (Forget being able to vote) because they were of the wrong Protestant denomination.
Fourth those laws did not account for America's massive land expansion across the continent, first thanks to the Louisiana Purchase, and second thanks to the Mexican-American War. So what the Hell were they suppose to do with all those Indians and Mexicans that had now become American citizens?
