RS3 isn't more story based. People might find RS3 easier because the enemies are easier to defeat, but I'd say RS2 is more beginner friendly overall. RS3 drops you in the middle of the world after the prologue and you need to wander all around looking for stuff to do, whereas in RS2 the world opens up a bit more gradually and it's easier to find quests as they are tied to the territories you haven't conquered or you are informed by a minister in your castle.
Also I think RS2 serves as a good introduction to some of the series' staple mechanics like skill mastery and LP, they feel more intuitive when tied to the generation system.
And because of the structure of the game you're a lot less likely to get stuck. When you lose to a boss you can pick a new emperor and build a team designed to avenge yourself.
Now that RS2 has a remake it's by far the best entry point. The remake brings a lot of clarity to game mechanics.
